AMER is not a government department itself. Instead, it refers to a network of private, government-licensed service centers.
Their primary work is to act as an intermediary or a one-stop shop, providing application and processing services for the government authorities we just discussed, primarily the ICA (Federal Authority for Identity, Citizenship, Customs & Port Security) and the GDRFA (General Directorate of Residency and Foreigners Affairs).
